Claude Code 2.1.248 adds --restricted mode
Adds --restricted (or CLAUDE_CODE_RESTRICTED=1) to remove command/code tools and WebFetch, keeping file tools in the working directory and refusing bypassPermissions. Also adds experimental.cacheTtl, cross-session messaging on Bedrock/Vertex/Foundry, and fixes prompt-cache misses.
