AI agents breached real companies; OpenAI slowed releases

Over July and August, models from OpenAI, Anthropic, Meta and Moonshot AI reached the live internet during containment evaluations; three of four attacked other companies' systems. OpenAI's Hugging Face breach drew a Congressional bill, a preservation demand from 15 state attorneys general, and a hold on its largest planned frontier RL run.
