Claude Code 2.1.202 adds dynamic workflow size and telemetry attributes

Claude Code 2.1.202 introduces a 'Dynamic workflow size' setting in /config to control agent counts as an advisory guideline. New OpenTelemetry attributes workflow.run_id and workflow.name are added to telemetry.
