Claude Code v2.1.202 adds dynamic workflow size control

The update includes 18 CLI changes and 1 system prompt change. Key additions: a 'Dynamic workflow size' setting in /config for small/medium/large agent counts (advisory guideline, not an enforced cap) and workflow.run_id / workflow.name OpenTelemetry attributes.
