Claude Code 2.1.202 adds dynamic workflow size setting

Version 2.1.202 introduces a 'Dynamic workflow size' setting in /config to control agent counts as an advisory guideline. Also adds workflow.run_id and workflow.name OpenTelemetry attributes to emitted telemetry.
