OpenClaw release fix accepts trusted Codex scan layouts
The patch lets OpenClaw's release inventory accept exactly one complete reviewed Codex source layout while failing closed on partial, mixed, duplicate, absent, or unknown layouts. Frozen-candidate and upstream Codex contract proof are recorded in PR #126588.
