Vercel Agent expands with chat, investigations, and approved actions

Now in public beta for Pro and Enterprise teams, Vercel Agent can investigate production issues, answer questions, and take approved actions like opening PRs or rolling back. Simple requests are free during beta; complex ones are billed at $0.25 per planning step plus provider token costs.
