Claude Code 2.1.248 adds --restricted (or CLAUDE_CODE_RESTRICTED=1), removing command/code tools and WebFetch unless named in --tools, keeping file tools in the working directory, and refusing bypassPermissions. Also adds experimental.cacheTtl for per-agent prompt cache TTL and cross-session messaging on Bedrock/Vertex/Foundry.
