Claude Code 2.1.198 adds background agent notifications, /dataviz skill

Claude in Chrome is now generally available. Background agent sessions now fire notification hooks when needing input or completing, and a new /dataviz slash skill provides chart and dashboard design guidance with a color palette runner.
