Parakeet.wgsl runs NVIDIA's Parakeet TDT 0.6B V2 model in the browser

The implementation uses raw WebGPU compute shaders and SIMD WebAssembly to perform ASR inference directly in the browser without external dependencies. It specifically targets the 0.6B parameter version of NVIDIA's Parakeet TDT model.
