Claude Code 2.1.202 adds dynamic workflow size setting

Version 2.1.202 includes a new "Dynamic workflow size" setting in /config to control agent counts (small/medium/large). Also adds workflow.run_id and workflow.name OpenTelemetry attributes to telemetry.
