Daniel Kokotajlo, who led forecasting at OpenAI before resigning, told the Senate Subcommittee on Disaster Management on Sept 30, 2026 that he puts ~50% odds on AI automating the full research process by end of 2028. He said AI already writes almost all code at Anthropic and OpenAI, and warned of AI swarms hundreds of times larger than the ~1,000-strong "Swarm" that attacked Hugging Face.
