Claude Code 2.1.198: Chrome GA, agent notifications, /dataviz

The update makes Claude in Chrome generally available, adds background agent notifications, and introduces a /dataviz skill for chart and dashboard design guidance. It also fixes over a dozen bugs including SSL certificate error handling, subagent error propagation, and background agent crashes on Linux.
