Claude Code v2.1.210 adds live elapsed-time counter, startup warnings

Version 2.1.210 includes 33 CLI changes. Long-running tool calls now show a live elapsed-time counter so they appear active. A startup warning alerts users to avoid Write/NotebookEdit/Glob path rules and use Edit or Read instead.
