Claude Code 2.1.178 adds Tool(param:value) syntax for permission rules

The new Tool(param:value) syntax enables matching tool input parameters with wildcards, like blocking Opus subagents. The release also fixes WSL2 scrolling, mid-stream connection drops, and improves nested skill loading.
