Improving Fable 5's biology safeguards

Anthropic says the update cut biology-related fallbacks by about 85% across product surfaces, so Fable 5 now handles more everyday health and educational questions. It still falls back to Opus 5 on dual-use requests — virology, toxicology, molecular design — keeping it off professional research and drug development.
