Claude Code v2.1.202 adds dynamic workflow sizing setting

The update introduces a 'Dynamic workflow size' setting in /config to control agent counts as an advisory guideline. It also adds workflow.run_id and workflow.name OpenTelemetry attributes to telemetry.
