Claude Code 2.1.198 adds Chrome GA, background agent notifications

Claude in Chrome is now generally available. The update also adds background agent notifications, a /dataviz skill for chart/dashboard guidance, and fixes like SSL certificate error handling and subagent failure reporting. This version also includes performance and stability fixes.
