Claude Code 2.1.196 adds agent notifications, AWS provider

Version 2.1.196 introduces background agent notifications that fire hooks on input needed or completion, and adds Claude Platform on AWS as an upstream provider. It also includes fixes for network drop retries, background classifier requests, and agent team failure reporting.
